Phrasier is a freeware program made for vocabulary training featuring a flash card function and dictionary look-up. Although it was made with Chinese in mind, it may be used for any language. I only have Chinese vocabulary files to offer as of now, and some of the utilities in the program are special made for Chinese, but vocabularies from other languages should be fairly easy to add and use.
As with most flash card programs, you can view the phrase, the pronounciation of the phrase, or the translation; some phrases may also have comments on use added. You then rate how well you know the phrase on a scale of 1 to 5. Phrasier will then keep track of how well you have learnt the individual phrases and try to pick phrases to practice that you don't know well and/or haven't practiced in a while. The better you know a phrase, the rarer Phrasier will pick it, whereas phrases you don't know well will be selected more often.
Phrasier also contains a Chinese-English dictionary which you may look up at any time. You can also search this for similar or related phrases. And there are also links to Internet resources from the individual phrases and characters to help provide additional explanations, examples, aid on pronounciation, stroke order, and character etymology (history/origin of each character).
