    Chester Hooper, June, 2013: “I just learned that the Rotterdam Rules and their ratification package have finally left the State Department for inter-agency review by MARAD, FMC, and Justice. It is anticipated that the review will be complete by the end of this month and will then go up the chain at State to the Secretary of State and to the President. The President will send them to the Senate for its advice and consent.”
